Using rusftmt config file...messages unless the --verbose flag is given.If a user has a config file, then every time rusftfmt runs it will print the
Using rustfmt config file...I think it is a good practice that if nothing has gone wrong, by default, nothing is printed. This will mean that users with config files will be more likely to notice actual error/warning messages.
