Don't print config file by default #1313

Supress Using rusftmt config file... messages unless the --verbose flag is given.

If a user has a config file, then every time rusftfmt runs it will print the Using rustfmt config file...

I think it is a good practice that if nothing has gone wrong, by default, nothing is printed. This will mean that users with config files will be more likely to notice actual error/warning messages.

Supress `Using rusftmt config file...` messages unless the --verbose
flag is given.
