Keeping the dependencies up to date.

Special notes for your reviewer:

• Some of the tests needed to be updated to work with the new versions of the dependencies.
• The previous issue with the unavailable gRPC functions (Unavailable gRPC match functions forces us to wait the proposalCollectionInterval before failing #1271) seems to be resolved when the dependencies were updated.
