That is:

F9 toggles breakpoint on line
F10 step over
F11 step into function
Shift+F11 step out of function

F5 launches application with breakpoints enabled
Shift+F5 launches application with breakpoints disabled

People in Java, JavaScript (and probably Ruby, Python Php etc) world does not use Visual Studio. Maybe Eclipse is a better choice since Editor is Eclipse based. Many editors allows different key-bindings as well. I think a better issue would be: "Provide Visual Studio key bindings" or such.

Note that the proposed keyboard shortcuts are the same shortcuts that the Chrome debugger uses. So Javascript developers will already be familiar with them. The Chrome Debugger does not allow for configurable short cut keys. Debugging Dart should be consistent between Chrome and Dart Editor.

I don't see why Dart Editor being based on Eclipse technology means that it should use Eclipse key bindings. I don't think one leads to the other. Dart Editor is not an Eclipse plugin but it's own product.

However, in general, I believe overly configurable tool is not neccesary.
People can always adapt.

We have keybindings for the debugger now. These keybindings are customizable using our preference pages.
