Describe the feature

As mentioned several times in nuxt/nuxt#13367, a critical adoption criterion of layers is the ability to access layer assets from the extending project.

This could be in the form of ~layer/path/to/asset/file ~layer being the layer alias, or they could be directly injected in ~. Anyway, they are essential to allow proper themes development in nuxt.

why did you reference scanDirs? In the original thread you were saying that this is more related to the ability to assign aliases to layers, do you have a different perspective now on the topic?
