Since pinterest/ktlint#527 has been fixed it's now possible to reintroduce ktlint into our CI pipeline, and then hopefully move on to actual linters like detekt.

The formatting ktlint is doing still feels pretty terrible so we're just gonna stick with our Android Studio solution.
