Remove uptrace dependency as default requirement

The uptrace dependency currently pins a specific beta version of opentelemetry-instrumentation which has a vulnerability:
https://nvd.nist.gov/vuln/detail/CVE-2023-43810

The uptrace package hasn't been quick to address their tightly pinned dep:
uptrace/uptrace-python#199

It would be great to make this dependency optional since many users may not be using it.

@jerheff I've updated the requirement to not pin a specific version allowing you to update independently: https://github.com/uptrace/uptrace-python/blob/master/setup.cfg#L29-L32
